Absolutely a must! My two colleagues had a short vacation in Dubai. Both of them are GCC residence. Only one guy was allowed to skip the process of acquiring a tourist visa while the other was required to have one. The only difference is, the guy who was allowed visa-free had an engineer category on his residency.

So beware! Rules and Policies in GCC are interpreted in many ways. It always depend on whom you're talking to
